Respiratory Language Fun

Today I saw a commercial for some sort of medical product, and they said

If you have respiratory problems and are having trouble breathing…

So…there are people with respiratory problems who don’t have trouble breathing?

    I take it as meaning:

have respiratory problems – chronic condition

having trouble breathing – acute state- are experiencing the issue now

Of course if people are having trouble breathing, there’s more important things for them to be doing than watching a commercial.
